GENERAL COMMENT NO. 25 CHILDREN'S RIGHTS IN RELATION TO THE DIGITAL ENVIRONMENT


Stop telling children to be careful, start fixing the systems that harm them.
In an expanding digital world, children are not just β€œusers.” They are being tracked, profiled, and shaped by systems they did not choose and cannot control. As platforms monitor behavior, algorithms decide what is seen, and personal data becomes a source of profit, children are placed in environments that were never built for their safety or rights.
That is why the UN Committee on the Rights of the Child issued General Comment No. 25 (2021) to make it clear that children’s rights do not end online. States and corporations are responsible for ensuring that digital spaces do not become sites of exploitation, surveillance, and exclusion.
