The Policy Development and Advocacy Department (PDA), one of the three major departments of CLB, focuses on the following:
These objectives are achieved by doing research on and advocating for policy reform, particularly on legislations that may affect children.
The PDA also monitors the Philippines’ compliance with the United Nations Convention on the Rights of the Child. This is done through attending and conducting meetings with government agencies and non-government organizations. CLB is a member of various councils, such as the Regional Council for the Welfare of Children (RCWC) and Inter-Agency Council Against Trafficking (IACAT); and is a pioneer of the Children’s NGO Network (CNN).



We provide development legal assistance to children victims of abuse and exploitation and children in conflict with the law, while engaging with the five pillar of justice for a child sensitive handling of cases involving children.
