Legal Defenders of Children
Our work here at Children’s Legal Bureau, Inc. is driven by the belief that every child deserves to be seen, heard, and protected. We are a team united by a common goal: ensuring that children live and grow in a free, just, safe and protective environment. For us, protecting children is more than a mission; it’s our calling.
Our Roots
It started in late 1996 as a project of the Protestant Lawyer’s League of the Philippines – Cebu Chapter after finding the need to provide development legal assistance for children during a consultative meeting with child-focused NGOs. It was later registered with the Securities and Exchange Commission (SEC) as a separate entity in 1997, implementing its own programs.

We are committed to empowering children and communities while engaging with law enforcement, prosecution, courts, rehabilitation, local government units and private sector for the protection of rights and attainment of justice for children.
Our Goals
- Children assert their rights and those of others to protect themselves from all forms of violence, exploitation and abuse.
- Communities protect children and their rights.
- Government institutions and local government units enforce restorative justice and uphold children’s rights.
- Private sector mainstreams and enforces child protection in their policies and practices for a safer environment for children.
