CLB POSITION AGAINS REPEALING THE JUVENILE JUSTICE AND WELFARE ACT (JJWA) OR ANY AMENDMENT LOWERING THE MINIMUM AGE OF CRIMINAL RESPONSIBILITY (MACR)

Since the law was passed and until the present, various moves have been done to repeal the law or to amend it to lower the minimum age of criminal responsibility, the latest of which was in 2025 when Senator Robin Padilla filed a Bill lowering the minimum age of criminal responsibility to ten (10) years old.

CLB CALLS OUT REPORTERS AND BRIGIDA NEWS ON INTERVIEW OF MINOR; MULLS INVESTIGATION FOR VIOLATION OF PROTOCOLS AND STANDARDS IN HANDLING ABUSED CHILDREN

The Children’s Legal Bureau is calling out the reporters and Brigada News for livestreaming and publishing an interview with a 4-year-old minor, detailing the alleged sexual abuse. The ambush interview of the child is contrary to all established protocols and standards for media practitioners in handling child victims of abuse and exploitation. It was conducted in a very insensitive manner, short of being a production of a pornographic material. CLB takes exception to the following:
